Session Overview
School Counselors Legal Literacy and Ethical Practice (9:00 to 11:00 a.m.)
Presenter: Carolyn Stone, Ed.D
School counselors must negotiate the competing interests of the overregulated school environment, student’s need for confidentiality and the legal rights of parents to be the guiding voice in their children lives. Updates on these competing interests will be discussed through court rulings and the new 2016 ASCA Ethical Standards. Legal rulings and ethical practice will be highlighted in areas such as sexually active students, bullying, academic advising, child abuse, educational records, sexual harassment, first amendment rights, and transgender youth. Particular attention will be given to recent changes in federal, case, and state laws to facilitate participants’ legal literacy and provide guiding principles to support best ethical practice.
Advocating Legally and Ethically for Marginalized Youth (11:00 to 12:00 p.m.)

School counselors can be powerful strategists and formidable advocates when applying legal muscle to problems that impact marginalized youth. Federal and case law can protect marginalized youth. Intervening on behalf of students is infinitely easier if there is a law that provides leverage. This session focuses on the rights of students who are gay or transgender, students in foster care, pregnant students, victims of dating violence, sexual harassment. or bullying.

About Our Presenters
Carolyn Stone
Carolyn Stone is a Counselor Education Professor at the University of North Florida where she focuses in the area of legal and ethical issues for school counselors. Prior to becoming a counselor educator in 1995, Carolyn spent 22 years with Jacksonville, Florida schools where she served as a middle school teacher, elementary and high school counselor and district supervisor for 225 school counselors. Carolyn was the 2006 President of the American School Counselor Association (ASCA) and received their lifetime achievement award in 2010 and the Florida lifetime achievement in 2012. Carolyn has presented over 700 workshops on legal and ethical issues in all 50 states, has written the only legal and ethical book exclusively for school counselors, and since 2002 she has authored ASCA’s legal and ethical column with over 90 to date. Carolyn has served as an expert witness in 11 court cases involving school counselors.
Lisa Koenecke
After receiving her Diversity & Inclusion certification from Cornell University, Lisa launched her Inclusion Ally business. Being an expert in LGBTQ+ issues has allowed her to present in 44 states and keynote numerous school counseling conferences. She’s given a TEDx Talk and written a best-seller! Lisa’s speaking style can best be described as dynamic, energetic and interactive. After 12 years of being a middle school counselor, she is now an adjunct instructor at Lakeland University training the next generation of school counselors.
